PROFESSIONAL EXPERIENCE:
As a specialist in communication for change and owner/director of All One Communication, I have provided training and technical assistance for the past 30 years to international, multilateral, bilateral and national organisations in 47 countries, worldwide, including UN agencies, NGOs and SMOs. Using original, evidence-informed conceptual tools such as the Steps of Change, I help partners develop social and behavior change communication for vaccine introduction, HIV prevention, gender, diversity and inclusion, prevention of violence against women and children, child rights and juvenile justice, maternal and child health, and development priorities.
From 1991 to 2016 I was based in Southeast Asia: Hanoi, Vietnam (1991 – 1996), Vientiane, Lao PDR (1996 – 1999), and Bangkok and Chiang Mai, Thailand (1999 to present.) From 1999 to 2002 I served as Senior Technical Officer for Communication for Family Health International’s Asia Regional Office (now FHI 360). Since 2002, I have consulted as All One Communication, based in Chiang Mai, Thailand and San Diego, CA.

Currently working with UNDP and the Lao Women’s Union to develop communication for gender equity and the protection of women and children, as part of the Khan Hom Project, supported by KOICA.
World Health Organization Uzbekistan, Consultant in Vaccine Safety and Audience Research, Tashkent, March to May 2019
Designed and led a training for Ministry of Health in vaccine crisis communication. Conducted audience analysis based on qualitative research for a communication strategy for the planned introduction of the HPV vaccine in October, 2019.
UNICEF Kazakhstan, Consultant in Communication for Gender Discrimination, Elimination of Violence against Children, and Juvenile Justice, December 2017 to March 2019 and October 2020 to July 2021.
Worked with UNICEF Kazakhstan and creative partners on national communication campaigns to eliminate gender discrimination and violence against children. Conducted training for partners at the national level and mentored and advised creative agency on development and pre-testing of scripts. Developed a training manual for Communication for Prevention of Violence against Children.
UNICEF Djibouti, Consultant in Communication, Djiboutiville, November 2019 to September 2020
With the Ministère des Affaires Sociales et Solidarités and UNICEF Djibouti, developed Stratégie de Communication pour la Promotion des Pratiques Sociales Essentielles à Djibouti. Based on qualitative research from 2018-19, this strategy lays out a national communication plan for 13 Essential Social Practices, accompanying measures to the Government’s program of monetary support for Djibouti’s most vulnerable populations. Conducted field visits to communities and interviews with partners. Participated in a national validation workshop conducted through Zoom.
World Health Organization Kazakhstan, Trainer in Communication for Health, Almaty and Astana (Nur-Sultan), June to December 2018
Supported WHO/EURO in adapting a newly developed training package to improve the communication responses to outbreaks and vaccine safety-related events in Kazakhstan. Facilitated a 4-day training workshop on vaccine related communication for the Ministry of Health of Health in Almaty.
With WHO Kazakhstan, planned and led a four-day training in development of strategic communication for health for members of the Ministry of Health of Kazakhstan, in Astana. Training included theories of change, techniques of audience analysis, strategic message design and media spokesperson practice in fielding questions about vaccines and other difficult health topics.
World Health Organization European Regional Office, Consultant for Vaccine Communication, WHO Moldova, WHO Georgia and WHO Armenia; Chisinau, Tbilisi and Copenhagen: January to September 2017
With WHO EURO, developed and pretested a protocol for audience research prior to the introduction of new vaccines. Wrote a Field Guide for Formative Research to be used by public health staff in preparation for a new vaccine. With WHO Moldova and national public health officials, supervised the field test of the Guide, mentored national staff in audience research methods, oversaw focus groups and in-depth interviews, analyzed the data and developed recommendations for communication. The HPV vaccine was introduced in Moldova in October, 2017, following this audience-centered communication strategy, and the national program was successful in overcoming audience resistance based in anti-vaccine rumors. At WHO European headquarters in Copenhagen, worked with regional WHO team to finalize reports. Presented findings at national conference in Tbilisi, Georgia. This work was reported as an inspirational example in “The Republic of Moldova. Introducing the HPV Vaccine: The Need to Strengthen Resilience at Multiple Levels” in Health 2020 Priority Area Four: Creating Supporting Environments and Resilient Communities, A Compendium of Inspirational Examples. UNICEF Uzbekistan, Consultant in Communication, National Association for Electronic Mass Media, Samarqand and Tashkent, July-August 2016 and 2017
With UNICEF and the Government of Uzbekistan, planned and led two skills-building workshops for TV journalists from the National Association for the Electronic Mass Media (NAEMM), an association of non-governmental independent television channels. The workshop aimed at improving participants’ skills in conducting audience research, formulating communication objectives, script-writing, story-boarding, pre-testing (at the story-board and script level) and final production of Public Service Announcements for TV on child rights and generating age-appropriate children’s television script concepts, with greater children’s participation in programming. Presented the work at an International Seminar: “Enhancing the Role of the Non-Governmental Electronic Media in the Process of Democratization and Modernization of the Country: The Experience of Uzbekistan.”
UNAIDS Regional Support Team Asia and the Pacific, Bangkok Thailand, Advocacy Advisor, October 2014 – April 2016
As advisor to the Regional Civil Society Networks in communication and advocacy, worked jointly and individually with 5 civil society networks to develop joint advocacy plans and individual advocacy strategies and materials. Networks include Asia Pacific Network of Sex Workers (APNSW), Asia Pacific Transgender network (APTN), YouthLEAD, Asia Pacific Network of People Living with HIV/AIDS (APN+), and Asia Network of People who Use Drugs (ANPUD). Worked with APNSW’s newly elected Management Committee in 2016 to help them plan advocacy goals for the year.
UNICEF Albania, Consultant in Communication for Prevention of VAC in Schools, Tirana, June to October 2018
Developed a strategy for the prevention of violence against children in schools in Albania. Proposed an educational approach based on the PBIS classroom management system adapted from US schools and developed an action plan for its adoption in Albanian schools.
ITAD, Papua New Guinea UNAIDS, Port Moresby, October 2019
Met with UNAIDS, partners, community groups and key informants to gather information on joint country programs as part of ITAD’s evaluation of the UNAIDS 2016–2021 Strategy, “On the FAST track for ending AIDS”, operationalized by the Unified Budget, Results and Accountability Framework (UBRAF), promoting a Fast Track approach to ending the AIDS epidemic as a global public health threat by 2030.
Catholic Relief Services, Consultant/ Trainer in Advocacy for Vaccination and Immunization through the GAVI-CSO Initiative, Uganda, Ghana, Kenya, Chad, Malawi, Liberia, Burkina Faso, Guinee and Haiti; January – October, 2013
This nine-month bilingual consultancy supported the GAVI CSO project, helping civil society organizations increase their voice in planning and resource allocation for vaccine campaigns. In phase I, conducted trainings in English and French in strategic planning for advocacy and communication for vaccination and immunization for 14 Catholic Relief Services country offices and their CSO partners West, Central and East Africa, Pakistan, India and Haiti. The trainings were conducted in English and French.
In phase II, mentored key staff from the countries by internet and a series of site visits as they finalized and began to implement their advocacy strategies written in phase I. Made site visits to 9 of the 14 programs in Haiti, Malawi, Uganda, Ghana, Liberia, Chad, Burkina Faso, Kenya and Guinee. Supported staff as they conducted cascade and upgrade trainings.
UNICEF Ethiopia, Master Trainer in C4D, Addis Ababa, November 2017
Developed C4D curriculum and trained UNICEF field staff from mixed backgrounds, including child protection, nutrition, health and WASH, as part of a two-person training team. The week-long training included C4D audience research and analysis using change theories such as the socio-ecological model, diffusion of innovations, self-efficacy, creative brief development, and monitoring and evaluation.
The Asia Foundation Cambodia, Gender and Media Advisor, Phnom Penh, October 2015 to January 2016
As Gender and Media Advisor for Reducing Intimate Partner Violence through Media, planned work with a TV comedy team and Cambodian Broadcasting System to reframe popular TV images of domestic interactions to remove domestic violence from comedy. The work was cut short by a change in staffing.
The National Association of People Living with HIV and AIDS of Malawi (NAPHAM) and Catholic Relief Services, Advocacy Expert, Lilongwe, January to June 2014
Trained NAPHAM’s national leadership team and district coordinators in advocacy strategy development skills leading to draft advocacy strategies for six key areas relevant to PLHIV in Malawi. Then mentored and supported NAPHAM national team as they combined the individual strategy drafts into an integrated five-year National Advocacy Communication Strategy.
The Global Fund Against AIDS, TB and Malaria in Azerbaijan, Baku, May to August 2013
With a team of government and civil society leaders, developed the National Behavior Change Communication Strategy For HIV Prevention among Key Populations for Azerbaijan, 2014 – 2018. This National BCC Strategy built upon the foundation of the earlier 2006 National Communication Strategy I developed with UNICEF Azerbaijan.

Worked with the National Committee for the Advancement of Women and the Lao Women’s Union to build capacity in communication and advocacy among members of the NCAW units at ministry level. DKT Ethiopia, Communication Advisor and Qualitative Research Team Leader Addis Ababa, 2009 to 2012
Worked with DKT, Ethiopia’s major provider of social marketing programs, on an on-going basis to support their Communication Department and their Wise-Up program working in grass-roots communication with sex workers and clients.
Led and trained a team of peer researchers in an original story-telling research approach, in a qualitative study of sex workers and their husbands and boyfriends exploring their decisions for safe or unsafe sex. The work was documented in The Baluka Study: Ethiopian Sex Workers and their Intimate Partners, with Recommendations for Communication.
UNICEF Albania, UNICEF Armenia, UNICEF Montenegro, UNICEF Azerbaijan, UNICEF Serbia, UNICEF Kosovo, UNICEF Regional Office for CEE/CIS in Geneva, Yerevan, Podgorica, Pristina, Belgrade &Tirana, September 2005 to 2011
This lengthy round of technical assistance began with a regional level Master BCC training for CEE/CIS countries in Geneva, with participants from Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Georgia, Kazakhstan, Kosovo, Kyrgystan, Moldova, Romania, Russia, Serbia and Montenegro, Tajikistan, Turkmenistan, Ukraine, Uzbekistan and Geneva. A participatory process was used, focusing on the needs of vulnerable and at risk young people, including drug injectors, sex workers, MSM, street children, sailors and migrants. Based on inputs from the participating organizations, wrote, edited and polished the BCC strategy documents.
Subsequently led the development of National BCC Strategies for Nutrition in Albania, and for HIV in Armenia, Azerbaijan, Montenegro and Serbia. Led a TOT for UNICEF Kosovo and its partners in HIV programs, and a training in social mobilization for UNICEF Montenegro.
UNODC Nepal – Consultant in Harm Reduction Communication for Female Drug Users – 2011 - 2012
Through a series of visits to CSO centers, hospital and prison sites, developed best practice document and communication strategy for harm reduction for Female Injecting Drug Users (FIDU), Female drug users (FDU) female prisoners and women living with HIV (WLHIV). The strategy will be used to extend the current FIDU program in Nepal and expand to other countries.
UNAIDS Government of Cambodia, Communication Expert, Phnom Penh, 2010
In close collaboration with the Government of Cambodia and UNAIDS, worked with stakeholders at all levels to develop Cambodia National HIV and AIDS Communication and Advocacy Strategy: A Framework and Five-Year Strategic Plan To support the National Strategic Plan for Comprehensive and Multisectoral Response to HIV/AIDS 2011-2015 The strategy was professionally costed, finalized at a National Consensus Meeting and subsequently adopted by the Government of Cambodia.
Pan American Social Marketing Organization (PASMO), Guatemala City, Guatemala, 2006 – 2008 and 2010 - 2012
Worked with PASMO’s team of research and communication specialists to develop a mass media campaign called Los Hombres de Verdad (“The Real Men”) for the Central American region. This groundbreaking multi-media campaign was based on extensive qualitative research among men in five countries (Belize, Guatemala, Honduras, Nicaragua and Panama) and showed how concepts of masculinity in Central America have changed from the old-fashioned, simple concept of machismo to a more nuanced and diversified set of self-images. Gave technical inputs to design the qualitative research, analyzed the 81 focus group transcripts, spearheaded the development of psychographic segmentation, wrote a research report and creative brief for advertising agencies, and worked with the agency and the PASMO team to develop a campaign for mass media and social media.
In 2010 – 2012, returned to Guatemala to lead in-depth qualitative research into women’s views of masculinity, as a follow-up to the men’s study. Led analysis, developed a creative brief and participated in development and pre-testing of television spots.
UNDP and GFATM, Education Advisor to the Global Fund Supported Programme in the Maldives, Male, 2008-2010
As education advisor to the Maldives’ Global Fund supported program, I gave technical assistance and training to the UNDP-based Global Fund team and direct support UNDP, the Government of the Maldives and a wide range of community organizations serving injecting drug users, women and youth.
This broad, on-going assignment included organizing and leading a comprehensive qualitative assessment of HIV risk to accompany the Maldives’ first ever Biological and Behavioral Survey (BBS), training and working closely with a national team. Through in-depth interviews with key informants and members of the groups at risk – sex workers, injecting drug users, men who have sex with men, seafarers, resort workers and youth – this landmark study documented and described for the first time a dramatic picture of HIV risk of which the country was largely unaware. Findings from this study and the BBS were combined and published as Konme Kamevves Vedhaane: Anything is Possible, A Comprehensive Audience Analysis for HIV Risk in the Maldives with Recommendations for Communication, August 2009, UNDP.
UNODC-UNAIDS-WHO, Regional Advocacy Advisor to H-13 Project (Prevention of HIV Transmission among Drug Users in SAARC Countries) Kathmandu, Delhi and Male, 2009 - 2010
As Regional Advocacy Advisor consultant to the H-13 project (led by UNODC South Asia and supported by AusAID), I was responsible for planning, training, coordination and oversight of the work of national consultants from Bangladesh, Bhutan, India, Nepal, Pakistan, Sri Lanka and the Maldives as they developed national advocacy strategies for harm reduction. Took part in the development of a regional advocacy strategy for harm reduction focusing on overarching and common issues. The strategy was published as Advocacy Strategy: Removing Barriers to Scale-up of HIV/AIDS Prevention and Care Programmes for Injecting Drug Users and Oral Opioid Users in South Asia.
As National Advocacy Consultant for Harm Reduction for the Maldives, worked closely with the Ministry of Health, UNODC and civil society organizations to develop the Maldives harm reduction advocacy strategy and workplan within the H-13’s SAARC Regional Advocacy Strategy.

With UNAIDS Vietnam, led development of advocacy strategies UN Joint Team on HIV and AIDS and trained team members in advocacy strategy development. In Nepal, with UNAIDS and partner organizations, worked with a team to develop advocacy strategy in a climate of rapid political and social change.
World Bank Water and Sanitation Program, Hanoi, March to August, 2007
Organized and led an Asia-wide Handwashing Behavior Change Framework Workshop to develop a global behavior change model for the Water and Sanitation Program (WSP), administered by the World Bank. The BCC model, called FOAM (Focus – Opportunity – Ability – Motivation), was adopted for use throughout WSP’s Gates Initiative sites (Peru, Senegal, Tanzania and Vietnam.) In a second workshop, helped the Vietnam WSP Country Coordinator with a participatory process to apply formative research findings and develop behavioral objectives and a creative brief for an advertising campaign promoting handwashing with soap among poor rural families.
Population Services International (PSI) China, Kunming, Yunnan, 2004 to 2007
Gave on-going technical assistance in communication to PSI China over three years in their work providing social marketing for HIV/STI and malaria prevention in Yunnan. Led a series of trainings in behavior change communication and participatory training skills for PSI China staff and their peer communicators. Provided oversight to PSI trainings for China CDC and peer communicators in various sites in Yunnan, assisted with development of scripts for broadcast spots, peer-led interventions and other media.
UNAIDS Regional Advocacy Support Team in Asia and Pacific, Suva, Fiji and Manila, Philippines, May to September 2006.
Through a series of visits to Manila and Suva, worked with UNAIDS to develop advocacy concepts, messages and materials for HIV prevention for the Philippines and the Pacific Islands. In each country, I conducted multisectoral advocacy needs assessments by meeting with government, business, religious, political, and media leaders; NGOs; PLWHA and community groups. I recommended priority messages for advocacy to sensitize leaders to the current state of the HIV/AIDS epidemics in the Philippines and Pacific island nations and motivate them to action. Political events slowed the finalization of these materials, designed to be brochures.
Population Services International (PSI) Cambodia, Phnom Penh, October 2003 to January 2006
Over a two-and-a-half year period, through a series of visits, gave PSI BCC and Research staff technical support and training in a systematic, audience-centered communication approach. Worked closely with advertising partners in the development of PSAs and TV commercials for HIV prevention goals. With the PSI Cambodia Staff, developed broadcast campaigns for a new brand of condoms targeted toward sweethearts, and for enhanced personal risk assessment for HIV and social support for condom use. Wrote creative briefs for both campaigns, participated in agency selection and then worked with an agency to develop eight long spots (mini-dramas) and several shorter ones. The Klahan campaign used a Positive Deviance strategy and a modeling approach to make condom use more acceptable among men and women, married and single.
Asia Pacific Leadership Forum on HIV/AIDS and Development, Advocacy Writer, August to December 2006
Conducted a series of interviews to gather facts for the development of brochures for Pacific countries to sensitize political and civil society leaders to the current state of the HIV and AIDS epidemics in each country and recommend priority actions. Political unrest disrupted the development of the planned materials, but a strong set of recommendations based on audience analysis was left to guide future advocacy.
Population Services International (PSI) Asia Regional Office and Thailand Office, Bangkok, Chiang Mai and Phuket May 2003 – April 2005
Assisted with the development of a strategic communication plan for condom social marketing to northern Thai youth, combining peer outreach interventions and mass media. Based on initial qualitative research, developed a creative brief for a mass media condom campaign and helped guide development of television spots.
Led a Peer Communicator’s Workshop that yielded key informant data for second tier qualitative research. Based on the research, developed a psychographic segmentation, situation analysis, behavior change objectives, concepts and messages for each segment. The study was published as Barriers to Condom Use, Key Messages and Communication Strategy for Youth in Chiang Mai.
Developed and led a no-power-point retreat for PSI managers worldwide (Chaiyo!) based on a “Survivor” game-show format where teams competed for survival and victory.
USAID Mission to the Philippines/ Links Media, Manila, February to March, 2006
Led the Health Promotion and Communication Assessment Team for the USAID Mission to the Philippines. This team of four reviewed USAID funded activities for health, including reproductive health and HIV/AIDS, tuberculosis, malaria and avian flu in numerous sites around the country and developed a strategy design document, Promoting Healthy Behaviors in the Philippines, subsequently used by USAID to plan for support to various health partners. The five-week assessment comprised meetings with a variety of stakeholders at all levels.
Action for Development, Hanoi, Vietnam, August 2005 to January 2006
Developed the BCC Strategy for an Audience Segmentation and BCC/Advocacy Strategy Document for presentation to the Ministry of Health of the Government of Viet Nam and the World Bank. The strategy, based on audience-centered communication principles, was aimed at the design and effective implementation of BCC measures to support large scale projects to control and prevent the further spread of the HIV epidemic in Viet Nam.
Population Services International (PSI) Asia, INNOVAIDS Mekong Delta project - Hanoi and Bangkok, April to November 2004
Based on interviews with stakeholders and a field visit, I worked with a local collaborator in assessing the feasibility and proposing a design for a boat-based entertainment program for HIV/STI prevention on Viet Nam's Mekong Delta – part of PSI’s plan for innovative social marketing interventions in southeast Asia. The boat was designed to provide traveling entertainment and condom distribution for sex work hot spots along the Hau Giang branch of the Mekong River. The proposal included logistics, equipment, staffing and budget for the boat, based on the model of PSI Myanmar’s “Love Boat.”
DKT International in Viet Nam, Hanoi, August 2003 to December, 2004
Assisted DKT International in Viet Nam in developing a nationwide survey to establish a new brand of condom. I was responsible for developing the request for proposals, leading the selection process for research agencies, analyzing the qualitative data and writing a synthesis report of qualitative/quantitative data (Memoirs of a Champion.) The report was part of the development and positioning of new condom brand for Viet Nam.
Program for Appropriate Technology in Health, AIDS Surveillance and Education Project (ASEP), Manila, Philippines, March 2003 to August 2003
The ASEP project was a highly successful, 10-year HIV prevention project supported by USAID in the Philippines, and implemented by PATH. At the close of this project, led an an evaluation of the BCC components: Community Outreach, Peer Education (COPE) and Advocacy. Interviewed stakeholders, implementing partners and Local Government Units in Cebu City, Ilo Ilo, Zamboanga, Quezon City, and Pasay City. Wrote a final evaluation report, published as a monograph by PATH – COPE: a REVIEW OF Behavior Change Communication in ASEP. Presented the results of the evaluation at ASEP’s National Program Review for ASEP in 2003.
In a separate assignment, developed and pretested an Advocacy Kit for Local Government Units in the COPE approach, to help LGUs assume on-going responsibility for local HIV/AIDS prevention efforts, and contributed to a BCC Training Manual for Social Hygiene Centers.
Population Services International (PSI) Myanmar, Yangon, December 2002 to December 2003
As part of a two-person team, developed an HIV/STI communication strategy for PSI targeted to groups at high risk: sex workers, drug injectors, MSM, and transport workers. Gave technical assistance and training in behavior change communication to staff of PSI Myanmar in Yangon. Collaborated in the development of an innovative person-to-person communication approach using photo flipcharts, a technique based on the approach of Paolo Freire, reviewed scripts and made recommendations for production.
UNDP and Vietnam Women’s Union / National Committee for the Advancement of Women, International Media Expert, Hanoi, January l997 to March l999
With the Vietnam Women’s Union and national partners developed communication and advocacy campaign “Mainstreaming Gender in Public Policy” as capacity development for the implementation of the National Action Plan for the Advancement of Women. Planned and supervised comprehensive qualitative audience research into gender attitudes using a variety of qualitative methods; trained researchers in focus group methodology; and developed an original participatory research method - Gender Attitude Perception (GAP) research; developed a gender curriculum for journalists and conducted gender trainings for journalists in Hanoi and Ho Chi Minh City. Trained and supervised Women’s Union team in developing a mixed-media campaign (posters, radio, television) to change gender attitudes and perceptions. Wrote monograph: Expanding Horizons: A Report on the Audience Research and Analysis and the Media Campaign for Gender, published in March 2000 by the Women’s Publishing House, Hanoi.
UNIFEM / UNIDO / Vietnam Women’s Union - Consultant in Participatory Training and Curriculum Development for Women Entrepreneurs, Hai Phong, l995 to l997
As Master Trainer of Trainers and Gender Trainer for this collaborative project of UNIFEM and UNIDO, developed sections of the curriculum on participatory training principles. Co-facilitated a comprehensive skills-based training of trainers aiming to improve the business skills and economic status of women small scale entrepreneurs in Vietnam.
CARE Viet Nam - Script Coordinator for CARE/AVC Television Project for HIV/AIDS Prevention – 1995 to 1996
As an outgrowth of CARE’s comprehensive research into HIV/AIDS risk, developed the concept for a dramatic television serial to promote deep attitude change re. HIV/AIDS, gender and sexuality. The resulting production, Gio Qua Mien Toi Sang, was Vietnam’s first ever locally produced dramatic series (soap opera). Worked as a member of the Feasibility and Design Team for the project, which was ultimately funded by the European Union. Developed behavior change objectives for the drama and worked with soap-opera specialists from Australia to train the Vietnamese television script writers in BCC methods and serial drama. As Script Coordinator, I was responsible for reviewing and approving scripts according to the behavior change objectives. Designed a method for on-going audience feedback. The resulting 15 hours of programming (30 half-hour segments) met with popular acclaim and still airs on Vietnamese national and regional channels.
CARE Viet Nam, Director of HIV/AIDS Research, Hanoi, 1993 to 1996
As consultant to CARE Vietnam, designed and conducted the first national quantitative and qualitative research into HIV risk in Vietnam with high risk groups, including sex workers, injecting drug users, men who have sex with men, and men working away from home. This landmark research was published as a monograph by CARE Vietnam entitled The Risk of AIDS in Vietnam and was presented in numerous settings. Presented findings and recommendations at Vietnam’s national AIDS Day Conference in 1994.
As a follow up, conducted qualitative research with young men in Vietnam, exploring the audience-centered communication process to guide other communicators, published as a monograph by CARE Vietnam entitled Targeting Young Men; Audience-Centered Communication for AIDS Prevention in Vietnam. A third study in the HIV Risk series was done in collaboration with Ilonke Brugemann was published as Love and The Risk of AIDS in Vietnam.
For CARE Vietnam, trained journalists at Ho Chi Minh Political Academy in gender, worked with the Ministry of Labor, Invalids and Social Affairs on HIV prevention, and helped to develop the first cadre of sex worker peer communicators in Hanoi.
